- How do we know our donations are not being used to support or fund terrorist organizations?
Global Impact takes numerous steps to screen its member charities. Because of the provisions affecting charities in the USA Patriot Act, adopted by Congress at the end of October 2001, the actions of Global Impact are designed to assure that this organization and member charities do not aid terrorists or organizations that support terrorism.
Volunteer board members and employees sign a conflict of interest statement annually and all new hires undergo a background check. These steps are taken to assure confidence and peace of mind for all corporate and individual contributors that all their charitable donations are utilized properly.
In anticipation of legislation similar to the Sarbanes-Oxley Act, Global Impact undertook an intensive self-examination resulting in 100% compliance with Sarbanes-Oxley were it to apply to the not-for-profit sector.
Charity Screening
Compliance with all federal, state and local regulations is a subject taken very seriously at Global Impact. Global Impact screens charities in accordance with the USA PATRIOT Act and other federal, state and local requirements. All member charities applying for participation in the Combined Federal Campaign (CFC) must certify that they do not knowingly employ individuals or have ties to organizations found on any list promulgated by the U.S. Government, the United Nations or other international sources.
Global Impact puts the guidelines into practice in several ways.
- As part of our annual screening process, Global Impact verifies that each of our member charities has signed USA PATRIOT Act certification.
- Global Impact also completes the certification and reviews all member charities against published lists indicated by the Department of Treasury and the Office of Personnel Management (OPM).
- Global Impact verifies that its member charities are not included in the published lists indicated by OPM.
As part of its membership criteria and application, Global Impact, with input from the member charities, developed a statement consistent with OPM and the U.S. Agency for International Development (USAID) requirements that all member charities must affirm annually. The following statement is now included in the Global Impact Membership Application. It also was reviewed by a committee that included the CEO, COO, CFO, general counsel, and key representatives from the Global Impact Board of Directors and leading member charities.
Certification
I certify that, as of (date on which this certification is being submitted to Global Impact), the organization named in this application does not knowingly employ individuals or contribute funds to organizations found on any terrorist-related list promulgated by the U.S. Government, the United Nations or the European Union, including the Department of Treasury's Office of Foreign Assets Control Specially Designated Nationals List, the Department of Justice's Terrorist Exclusion List and the list annexed to Executive Order 13224. Should any change in circumstances occur during the year OPM and Global Impact will be notified within 15 days of such change.
